AN ACT Designating the bridges on State Route 830 over Interstate 80 in Washington Township, Jefferson County, as the SFC Michael J. Tully Memorial Bridges. The General Assembly of the Commonwealth of Pennsylvania hereby enacts as follows: Section 1. SFC Michael J. Tully Memorial Bridges.
(a) Declaration of policy.--The General Assembly finds and declares as follows:
(1) Michael J. Tully, 33, formerly of the Beechwoods section of Falls Creek was born December 28, 1973, in Pittsburgh, Pennsylvania. He is survived by his parents, Jack and Marilyn Tully, his wife Heather, his son Slade, his brother John and his sister Heather.
(2) He was a 1992 graduate of Brockway High School and was a member of the National Honor Society and played football. He was a member of Beechwoods Presbyterian Church. He enjoyed mountain biking, rock climbing, running, sports cars and scuba diving. He wanted to be a career soldier, joining the Marine Corps when he turned 18 and joining the Army four years later. He became an Army Ranger and then was selected to become a Special Forces Green Beret.
(3) His military education includes the Warrior Leaders Course, Basic Noncommissioned Officer Course, Basic Airborne Course, Military Free Fall Parachutist Course, Ranger Course, S.E.R.E. (survival, evasion, resistance, escape) Course, Total Army Instructor Training Course, Long Range Surveillance Leaders Course and Special Forces Diving Supervisors Course, Special Forces Qualification Course, Emergency Medical Technician (Combat Medic 18D) Course and Combat Life Saver's Course. He spoke fluent Indonesian.
(4) He was posthumously awarded the Bronze Star, Purple Heart, Meritorious Service Medal, Iraqi Campaign Medal and the Combat Infantryman Badge. His additional awards include the Army Commendation Medal Second Oak Leaf Cluster, Meritorious Unit Citation, Good Conduct Medal Second Award, National Defense Service Medal Second Award, Global War on Terrorism Service Medal, Korean Defense Service Medal, Noncommissioned Officer Professional Development Ribbon, Army Service Ribbon, Overseas Service Ribbon, United States Navy and United States Marine Corps Overseas Service Ribbon, Expert Infantryman Badge, Parachutist Badge, Military Free Fall Parachutist Badge, Scuba Diver Badge, Ranger Tab and the Special Forces Tab.
(5) Sgt. 1st Class Tully died August 23, 2007, from injuries suffered when his vehicle was struck by an improvised explosive device near Al Aziziyah, southeast of Baghdad, Iraq. He had served as a Special Forces Medic with Company C, 2nd Battalion, 1st Special Forces Group (A) ODA 6 164 (Airbone). He was deployed to Iraq in support of Operation Iraqi Freedom as a member of the Combined Joint Special Operations Task Force - Arabian Peninsula. Tully was on his second tour in Iraq, where he was serving as a combat medic. He had been in Iraq for about six weeks. SFC John R. Tully, 36, also serving in Iraq, accompanied his brother's body home.
(b) Designation.--The bridges on State Route 830 over Interstate 80 in Washington Township, Jefferson County, commonly referred to as the Red Mill Bridges, are hereby designated as the SFC Michael J. Tully Memorial Bridges.
(c) Signs.--The Department of Transportation shall erect and maintain appropriate signs at each end of the bridges to indicate the designation under subsection (b) and shall include at a minimum the following information: SFC Michael J. Tully Memorial Bridges; 1st Special Forces Group (Airborne) KIA - Iraq -23 August 2007.
Section 2.
Effective date. This act shall take effect in 60 days.
